Perhaps the intent was "you can edit pages, but you can't copy to another website". However, the license is usually applied for each document, not for the wiki as a whole. The wiki is just a "collection of documents" (the GFDL term).

For what it is worth, we have had little problem with people reusing our work under the GFDL, which is basically CC-BY-SA - and if we did, I doubt our license would stop them. It does mean it is possible for a group to fork the wiki, but that would do nothing unless they also split the community . . . and if people decide to do that, the leader is not doing their job properly.
